The torque maxes out at around 4300, but you still have over 70lbft at the ignition cut off of 5200. HP is still climbing at that point. Here's a Dyno chart of a more or less stock 98 EVO with EV27 and a Thunderheader.

With my higher compression + EV27 (.495" lift, fast ramps with 236/240 short duration) this developed very high static compression at the lower end.
