To fix this, try enabling XMP in your BIOS and see if your stuttering persists. It should be noted that AMD has its own XMP alternative that functions the same. I'm running a Ryzen 7 3700X CPU, EVGA RTX 3090, and 32GB of RAM on a 1440p monitor with a 144Hz refresh rate using Fullscreen. During my last multi-hour play session, my CPU maxed out at 59% use (average 24.5%) and my GPU maxed out at 76% (average 33.8%).
